The literature on Korean elections finds a very weak relationship between political issues and vote choice, namely, lack of policy voting. We argue that this (non-)finding is mainly due to the fact that previous researches considered issue voting in the context of the spatial model or positional issues. We propose and test a new issue voting model where parties compete to win the evaluation of the voters on multiple issue domains. Unlike the spatial model which assumes that voters can be divided into various shades of proponents and opponents, our model focuses on valence issues which anybody will agree with. Under such condition, we show that two things matter for a voter to make an electoral choice: first, the evaluation of voters on which party or candidate can handle a given valence issue better; and second, how much she thinks that particular issue is important. Based upon the analysis of the 2014 Seoul Mayoral Election, we find that valence issues rather than positional issues were emphasized during the campaigns run by the candidates and that our issue competition model explains the candidate choice based upon the evaluation of issue ownership and issue importance, as described above. Policy may matter more than the literature describes and there is evidence of issue voting in Korean elections: issues matter in the context of how they are owned by the parties. |
