본 연구는 한국 유권자들의 이슈투표가 정책적 내용과 관련된 합리적 과정만이 아니라 심리적 요인인 정당일체감과의 상호작용을 거친다는 점을 보인다. 즉, 유권자가 선호하거나 충성심을 지닌 정당과 그 정당이 선점한 이슈가 얼마나 중요하다고 생각하는지가 투표결정에 어떤 영향력을 미치는지를 규명한다. 보다 구체적으로, 지난 대통령선거에서 이슈의 영향력은 유권자의 정당일체감에 따라 다르게 나타난다는 것이 확인되었다. 무당파 유권자들의 경우 자신이 중요하게 생각하는 이슈를 어느 정당이 선점하고 있는지가 투표 결정에 상당한 영향을 미치는 것으로 나타났다. 반면, 선호하는 정당과 중요하게 생각하는 이슈를 선점한 정당이 일치하는 경우 해당 정당에 투표할 확률은 매우 높으나 이슈의 독자적 영향력은 크지 않았으며, 선호하는 정당과 중요하게 생각하는 이슈가 불일치하는 경우 정당일체감에 반하는 투표를 할 가능성이 높아지는 것으로 나타났다. 지난 대통령선거에서 박근혜 후보는 기존 보수진영이 선점하던 경제성장 이슈를 지키면서도, 진보진영이 독점하고 있던 복지 이슈를 상당 부분 잠식하는 데 성공했던 것이 확인된다. 본 연구는 정당일체감과 이슈투표 사이의 관계를 밝힘으로써 투표결정에 심리적 요인과 합리적 요인이 동시에 작용할 수 있음을 실증했으며, 무당파의 투표결정 요인을 이슈중요도에서 찾았다는 점에서 의의가 있다. Issue Ownership and Party Identification:The 2012 Korean Presidential Election - JinMi Song, Won-ho Park (2014) Most Korean voters report policy issues as the most decisive factor they consider in elections, yet the literature on Korean voting behavior show the impact of issues are dwarfed by that of party preferences. In this paper, we propose that the voter’s choice is largely influenced by her attitude on issues conditional upon her partisanship and the party’s issue ownership. We find that the Korean voter makes voting decisions based on a delicate interaction between her party identification and the degree to which she places importance on economic and welfare issues. If the voter has no partisan affiliation, the influence of issue agenda is the highest; the influence of issue importance is weaker among partisans. If a issue a partisan voter cares about is ‘owned’ by her party she will vote for the party anyway and the net effect of issue importance is minimal; when issue and party do not overlap we find certain effect of such cross-pressure where partisans abandon their parties. In the 2012 presidential election in Korea, we present evidence that Park Geun-hye’s issue ownership on economic development attracted independent voters while the promotion of her welfare policies was successful enough to draw some Democrats.
